This pretty little skirt can be single layered or fully lined for extra twirl. It has an elasticated waist and is finished with a bow.
Fabric: Quilters weight cotton, cotton lawn, cord or polycotton would all be suitable. You will need a contrast fabric if making a lined version plus 10mm elastic and 9mm ribbon.
